Weather you believe in the conspiracy or not this scene comes at the pivotal moment of the film. Before this Garrison is focused on evidence based facts and witnesses but it all starts to unravel. After Sutherland's monologue he's fully on the conspiracy bandwagon!

He’s pretty much explaining the birth of the Military Industrial Complex.

This part always gives me chills. The delivery.

apparently he walked around that park with his wife for ages, and she would interrupt him at random times to throw him off, and he got to a point where he could say it perfectly and never break with an interruption, then he knew he was ready. he really respected it, which i love

And his backdraft character. Spellbinding. I was mesmerised.

Absolutely nails it—
