Impact After Term | 14 : Turning Observation into Action — Expanding the Chief Minister's Breakfast Scheme to 1,350 Additional Students in Madurai Corporation Schools Sometimes, meaningful public policy begins with a simple observation. In August 2023, while inaugurating the second phase of the Chief Minister's Breakfast Scheme in... Madurai district, Dr. Dr P Thiaga Rajan (PTR) interacted with Vishva, a Class VII student at the Government Kallar School in Muthupatti. During the interaction, he realised that while students up to Class V were covered under the scheme, many older students studying on the same campus continued to begin their school day without breakfast. Having himself studied in a boarding school, Dr. PTR understood the discomfort this could create among students and resolved that every child studying on the same campus should benefit from the scheme. After learning that 28 of Madurai Corporation's 64 schools had primary and upper-grade students studying on the same campus, Dr. PTR immediately requested the Corporation to pass a resolution extending breakfast support to all students in these schools, without placing any additional financial burden on the Corporation. He also directed officials to estimate the additional expenditure and personally mobilised CSR support, enabling the expansion to be implemented across all 28 schools within just 22 days. Today, an additional 1,350 students from Classes VI to XII receive breakfast every school day under this initiative. The programme continued with the same vendors, ensuring uniform quality of meals while also providing sufficient food for teaching and non-teaching staff. The success of the Madurai model was later reflected in the DMK's 2026 Election Manifesto, which included expanding the Chief Minister's Breakfast Scheme as a statewide commitment. Sainik School Tragedy: Bail Hearing Ends in Controversy In a shocking turn of events, the bail hearing of the accused students in the Sainik School student death case ended with the Principal Magistrate of the Juvenile Justice Board (JJB) recusing himself from giving an order. The footage also shows that a Class 11 student intervened to stop the punishment, but the damage had already been done. The victim was allegedly harassed mentally and physically for three hours before the incident occurred. The family has demanded that the accused students be removed from the school and placed in a juvenile home until the case is resolved. They have also demanded that the school take strict measures to prevent bullying and ensure the safety of all students. Three more students have been implicated in the incident. Initially, it was stated that these three students were not involved, but a review of the CCTV footage has revealed that they were indeed involved in the alleged ragging and physical a result, the parents of the victim have announced that they will file a complaint against these three students as well. Baloch Literacy Campaign The Baloch Literacy Campaign (BLC) is deeply concerned about the Government Primary School Dilbar Matt, Peer Shari Darbar, Dera Bugti, Balochistan. The school was functional until 2000. However, due to the ups and downs of circumstantial situations, it has remained closed since 2000 and currently looks like a ruined building. The students of that area lack access to education and are unable to attend any nearby school because there are no operational schools in the vicinity. The local community strongly demands the restoration of the school's functionality so that they can educate their children. The Baloch Students Action Committee (BSAC ), under its literacy campaign (BLC), urges the concerned authorities to take notice of this issue and ensure the smooth functioning of the school—either in the existing building or in a new one—so that students of the region can easily access education. We also like to remind the concerned authorities that many regions across Balochistan face same like situations, with non-functional or partially functional infrastructure reduced to ruined buildings rather than functional schools. And here is a breakdown of what ACTUALLY happened. - On May 20th at approximately 12:34 p.m., a Fairfield Police Officer serving as a School Resource Officer responded to a large physical fight involving multiple students at Fairfield High School. During the altercation, one student physically fought with a school official who was attempting to break up the fight, prompting the officer to immediately request emergency assistance. - While trying to stop the fight, the officer observed a student attempting to retrieve an item from a backpack. Believing the student could be reaching for a weapon, the officer confiscated two backpacks and turned them over to school staff. - The officer escorted one involved student to the school office, while a large crowd of students followed behind and continued attempting to fight the detained student. - The officer then attempted to detain a second student who was actively trying to continue the fight. The student refused commands, ran into a crowd where additional fights were occurring, and then struck the officer in an attempt to avoid being detained. - As the officer escorted the second student toward the school office, the student repeatedly pulled away and continued resisting. The most successful governments create systems that challenge assumptions, incorporate diverse perspectives, and draw upon the best available expertise. Recognising this, the DMK Government led by Thiru. M.K.Stalin constituted the Economic Advisory Council in 2021. Conceived as a special initiative of the Finance Department under Dr. Dr P Thiaga Rajan (PTR), the Council brought together some of the world's most respected economists and policy experts to help Tamil Nadu navigate the economic challenges arising from the COVID-19 pandemic and chart a path towards rapid, inclusive, and sustainable long-term growth. The Council comprised Nobel Laureate Prof. Esther Duflo, former RBI Governor Prof. Raghuram Rajan, former Chief Economic Advisor to the Government of India Dr. Arvind Subramanian, development economist Prof. Jean Drèze, and former Union Finance Secretary Dr. S. Narayan. Deliberately designed to reflect different schools of thought on economics, development, welfare, and governance, each member was individually invited by Dr. PTR and accepted the invitation without prior knowledge of the other members who would eventually serve on the Council. As a result, this initiative brought five distinct perspectives to some of Tamil Nadu's most important policy challenges, helping shape its long-term development agenda and institutional reforms. Working under the leadership of the Hon'ble Chief Minister Thiru. When Dr. Dr P Thiaga Rajan (PTR) was first elected as MLA in 2016, prolonged delays in local body elections during the previous AIADMK regime had left many grassroots civic grievances without accessible public representation. As a result, many everyday civic issues, typically addressed through elected local body representatives, increasingly had to be taken up through the MLA’s office. In response, he introduced a constituency-wide grievance redressal system covering all 21 wards of Madurai Central. As part of this initiative, 28 public complaint boxes were installed across neighbourhoods, enabling residents to directly register grievances from within their local areas. Petitions collected through these boxes were reviewed twice every week through a structured follow-up mechanism coordinated by the constituency office. To further improve accessibility, dedicated call centre support, email access, and a public WhatsApp number (7305819999) were also introduced. Over the last 10 years, 19,718 petitions, grievances, and public requests have been formally received and acted upon through this mechanism. They are enraged that the superintendent of the Marietta City School District in Georgia, along with the principal of Marietta High School, stepped in and stopped students from walking out of class to protest a cause many of them likely know little about. Had the groundbreaking ceremony for Academic Block-I of the permanent campus of the Young India Police School (YIPS) today. This marks another important milestone in the journey of YIPS - envisioned by #Telangana Government in December 2024 to provide quality education to the children of police and uniformed forces. 50% of the seats will be reserved for private admissions so as to make the school self sustained. The new academic block will have spacious classrooms, a library, computer and science laboratories, administrative spaces and world-class sports facilities over 45,000 square feet . Presently 360 students are studying in YIPS . We are targeting its completion by next May, so that from the next academic year, its third, YIPS can expand to nearly 750 students, offering education from PP1 to +2. The junior classes will continue in the present campus while the senior classes will move to the new one. Strength will grow further as other components of the 44-acre campus come up. What began with the inauguration of the temporary campus in April 2025 has now grown into a promising institution, steadily establishing itself as one of the finest schools. Having been closely associated with YIPS from its planning and inception, I am particularly happy to see the project regain momentum in recent months after a ten month lull . With the support of the Government, we revamped the Society and its committees, finalised the plans and expedited the associated works. I am confident that with the continued commitment of Team YIPS, the school staff, the parents of our founding batch who placed their trust in us by admitting their children, and our generous sponsors and well-wishers, YIPS will grow into an institution of excellence and nurture well-rounded personalities.

On the eve of Teachers' Day, I paid my heartfelt tribute today to Dr. Sarvepalli Radhakrishnan at Dhanadhanya Auditorium. I also extended my sincere respect to all the teachers and educators who have illuminated our lives with knowledge for generations. I am proud to have acknowledged the extraordinary contributions of 73 teachers in the field of education in Bengal at this grand event by presenting them with the 'Siksha Ratna' award. Additionally, 12 schools in the State were honoured as 'Sera Vidyalaya' for their overall excellence in academics and sports. Today, we also honoured 387 meritorious students who secured a place in the merit lists of this year's Madhyamik, Higher Secondary, Alim, Fazil, High-Madrasah, ICSE, ISC, CBSE (Class 10 and 12), Joint Entrance, and Vocational examinations. This included meritorious tribal and Scheduled Caste students, who were also felicitated. I once again extend my best wishes to all of them. Our 'Ma-Mati-Manush' government has introduced various scholarships and other benefits so that the students of Bengal don't have to worry about their education. 93 lakh girls are now part of the. ‘Kanyashree’ program. We have provided approximately Rs. 16,000 crore to these girls under this programme. More than 1.25 crore scholarships have been given to tribal and scheduled caste students under ‘Shikkhashree’ scheme. Under 'Aikyashree' and other minority scholarships, approximately 4.56 crore scholarships have been provided to minority students at a cost of Rs. 9,747 cr. About 40,000 minority students have also received Rs. 316 crore in educational loans. 6.65 lakh scholarships have been given to OBC students under the ‘Medhashree’ program. 36.55 lakh students have received Vivekananda Merit-cum-Means Scholarship. 53 lakh students have received smartphones under 'Taruner Swapna' at a cost of Rs. 5,300 crore. We have already distributed more than 1.38 crore bicycles under ‘Sabooj Sathi’ with a total cost of approximately Rs. 4,730 crore. The distribution of bicycles has started this year as well, and an additional 12.50 lakh students will receive them at a cost of Rs. 525 crore. Approximately Rs. 10,000 crore has been spent to provide students with free textbooks, school uniforms, school bags, and shoes. We have seen the benefits of our work. The dropout rate has significantly decreased, from the primary to the higher secondary levels. In 2011, the dropout rate at the higher secondary level was 17.48%, which has now dropped to 3.30%. Today, I also unveiled the book, 'The Gems of Bengal, 2025', a compilation of the life stories and aspirations of the State's meritorious students. This day has become more memorable for me for a very personal reason, also. I once had the opportunity to be a part of the noble profession of teaching. From 1975 to 1978, for three years, I taught at Manmatha Nath Nandan Boys and Girls School (now known as Bhawanipur Modern School). Today, the school's headmistress, Dr. Srilata De, and one of the members of the school's management committee, Mr. Biswanath Basu, honoured me as a former teacher. This recognition brings me great pride and joy. Finally, I would like to tell my young students: apart from being good at your studies, you must become good human beings as well. You must work for the betterment of the nation, for the people, and for Bengal. Remember, true intelligence builds society. All teachers of Bengal are our pride. American compares 2 schools in the same area, both for the exact same funding, both had the same amount of teachers, facilities everything. They were only 10-15 miles apart - Floyd Central High School was 91% White students - New Albany High School was majorly black and multicultural students (of very close to majority, at least 41%+ from what I could find) The white high school performed better in every metric - Test scores - Teachers preferred working at Floyd Central because of less fights, better environment - Floyd Central beat them at every metric, every sport except basketball So the majority (or nearly majority) black and minority school was at a slightly less economic advantage, but the white kids that went to that school still outperformed the minority students in test scores, while they to were also being in that ‘less economically advantaged’ group So the proven claim here is - 2 school gets the same funding and assets, the white school did better in every metric - White kids that are also economically disadvantaged still performed better on tests then black students in the same bad financial position
