I think those carrier fleets off of Iran standing by to stand by are there as negotiating leverage for the sale of Lukoil to western investors. Recall back in 2006 when Poland and the Baltic states warned how Russian & German actions were echoing the Molotov–Ribbentrop Pact by threatening their sovereignty through energy coercion. Then in first term President Donald Trump warned that Germany and the European Union were becoming overly dependent on Russian energy, specifically natural gas. I think what’s going now has everything to do with maintaining U.S. hegemony in Europe by controlling energy imports into it.

So why doesn’t the US and the UN sanction the leaker/hacker countries who caused the hack?

Just curious based on this and last week's Intel update, why do you think a retaliatory internet cable attack or desalination plant attack is more likely from Iran instead of a decapitating strike on the oil fields in Saudi or the UAE?
