Are skills scoped to projects only? Or by workspace? I can’t seem to find where I can apply to a whole workspace — would be appreciated!

Is there a way to reuse the same skills across multiple projects within a workspace? Plus, it would be great to actually see the list of skills for a given workspace.

Saving design system instructions avoids repetitive setup, but a single conflict could break consistency. It remains unclear how the agent resolves contradictions between saved skills and new styles.
