The Tutsi minority in Congo has long felt persecuted, especially after the Rwandan Genocide in 1994, when many Hutu genocidaires fled to Congo and formed armed groups like the FDLR (Democratic Forces for the Liberation of Rwanda). These groups have targeted Congolese Tutsis, creating a cycle of violence.

The price of lack of responsibility

I see Kagame grand strategy at play here...hybrid warfare, psywar, use of local disavowed people to annex almost a quarter if not a third of eastern DRC. Imagine M23 came with signal jamming capabilities strong enough to jam signals at Goma airport.
