They should just agree that they have a terrible interview process and also inactive ICE that can’t arrest defaulters and deport them. Denying people based on the consular’s countenance/feelings which are not based on any facts is a terrible thing to do to applicants.

This is absolutely true. It happened to me in 2006 he was about to deny my visa and I ask to add one more thing and I shared a piece of information and he looked at me and he told me “all right. I’ll give you a visa, but I know you’ll never get come back.” I got my visa and he was right.
