Today, I inspected the ongoing construction works on the Masaka–Kyotera–Mutukula Road, a strategic regional corridor that connects Uganda to the United Republic of Tanzania and serves as a vital route for trade, tourism and cross-border movement. I am concerned that with only two years remaining on the contract, just about 30% of the works have been completed. This pace is not satisfactory for a project of such national and regional importance. I directed the contractor to intensify dust suppression by regularly watering the entire corridor, to prevent accidents which have become a common occurrence due to the dust and lack of speed humps. The contractor has 90 days to commence tarmarcing of the road! Ministry of Works & Transport will maintain close supervision of this project to ensure improved performance, adherence to quality standards and timely delivery.

Today, while inspecting a bridge project in Bulambuli Town Council under our national “Expose the Corrupt in Local Government” campaign, we uncovered serious irregularities. The bridge that was constructed is only about half the size of what was specified in the approved Bill of Quantities (BOQ). Even more disturbing, the contractor used black soil as the foundation and final connecting layer instead of the required hardcore and swamp reinforcement materials, in complete disregard of the approved engineering specifications. These actions have caused Government an estimated loss of UGX 500 million and represent a blatant misuse of public funds. The Bulambuli Town Council Engineer and the Town Clerk have fled and are currently on the run. They will be apprehended and held accountable, together with anyone else found to have participated in this fraud. This is exactly why we launched the “Expose the Corrupt in Local Government” campaign. Those who steal from the people and compromise public infrastructure will face the full force of the law. Every shilling of taxpayers’ money must work for Ugandans.

There is a committee of three judges investigating the matter, but investigation is domain of the Executive. Investigation is not the domain of Judiciary. Is the committee under the Constitution of India? No. Is this committee of three judges having any sanction under any law emanating from Parliament ? No. A committee can at most make a recommendation. The kind of mechanism we have for judges, the only action that can be taken is by the Parliament. A month has passed. An investigation requires speed, expedition and preservation of incriminating material. As a citizen of the country and holding position which I do, I am concerned. Are we not diluting rule of law? Are we not answerable to 'We the People' who gave us the Constitution? I would strongly urge everyone concerned to examine this as a test case. What legitimacy and jurisdictional authority does this committee possess? Can we have separate law made by a category and the law made by that category, dehors Constitution, dehors Parliament? The committee report, according to me, inherently lacks legal standing. #RajyaSabha
