Doffy is correctly pointing out the hypocrisy behind the philosophy of the marines, his ultimate conclusion is that the marines only represent "justice" because they're the ones in control. Doffy isn't wrong here, it's just that he takes the conclusion to its nihilistic ends (principles don't matter) instead of the opposite (hold to your own principles over those of institutions).
