Today, I had the honor of meeting with His Excellency President General Joseph Aoun at a decisive moment for Lebanon. We reviewed the latest developments following the framework announced in Washington on June 26 and discussed the historic opportunity now before Lebanon to restore its sovereignty, strengthen its state institutions, and reclaim its national decision-making. I reaffirmed my full support for this process because, for the first time, it provides a practical and internationally backed framework capable of returning the exclusive authority over war and peace to the Lebanese state, ending Lebanon’s role as a battleground for regional conflicts, and putting an end to all forms of foreign interference in our national affairs—particularly Iranian interference, which has undermined Lebanon’s sovereignty and drawn our country into conflicts that do not serve its national interests. I also reiterated my full support for President Joseph Aoun, Prime Minister Dr. Nawaf Salam, and the Government. Success will require a unified national position behind the constitutional institutions of the Lebanese state and a shared determination not to lose this historic opportunity. We believe the Washington framework represents a historic political and security roadmap toward a just, lasting, and internationally supported peace between Lebanon and Israel. It builds on previous agreements, particularly the Cessation of Hostilities Agreement of November 27, 2024, while introducing the political and implementation mechanisms necessary to fulfill the commitments already undertaken by the Lebanese state. Its ultimate objective is to restore the state’s exclusive authority throughout Lebanese territory, place all weapons under the sole authority of the state, and fully reestablish Lebanon’s sovereignty. It is important to recall that the Cessation of Hostilities Agreement was approved by the Government of Prime Minister Najib Mikati on behalf of the Lebanese Republic. That government rested politically and parliamentarily on the support of Hezbollah, the Amal Movement, and their allies. The framework announced in Washington does not replace those commitments; it provides the mechanisms necessary to implement them. Those who accepted these obligations yesterday cannot reject their implementation today. Respect for the continuity of the Lebanese state and its international commitments is not a political preference—it is a constitutional and national obligation. Any retreat would undermine Lebanon’s credibility and weaken its standing with both its Arab partners and the international community. Lebanon has no realistic alternative to this path. We either restore our sovereignty, rebuild confidence with the Arab world and the international community, and secure a future of stability and prosperity, or we remain trapped in conflict, isolation, and economic decline. I also proposed to His Excellency that the Government adopt, alongside the implementation of the agreed security arrangements, a comprehensive national strategy for recovery, reconstruction, and sustainable economic development in every area where the state progressively resumes its responsibilities. As the Lebanese Armed Forces deploy and the state assumes exclusive security authority, reconstruction and development must advance in parallel. Security alone will not be sufficient. The Lebanese state must return with all of its institutions. Homes and infrastructure must be rebuilt, productive investment encouraged, jobs created for young people, and quality education and healthcare restored. Only a visible and effective state presence can rebuild citizens’ confidence and establish lasting stability. Lebanon’s recent history has demonstrated that where the state withdraws, parallel institutions inevitably emerge. The responsibility of the state today is to reclaim that space completely, ensuring that no parallel structures remain and that no authority exists other than the constitutional institutions of the Lebanese Republic. The restoration of the Lebanese state is not simply a political aspiration. It is a comprehensive national project founded on full sovereignty, one state, one army, one legitimate authority over arms, strong institutions, a productive economy, equal justice under the law, and a future worthy of all Lebanese.

I would first like to reaffirm my full support for President General Joseph Aoun in the path he is leading to protect Lebanon, restore the full role of the state, and guide the country toward a just and lasting peace that preserves its sovereignty and serves the interests of its people. Any serious approach to saving Lebanon requires courage in decision-making and wisdom in managing sensitive national issues, foremost among them stability, security, and sovereignty. From this perspective, we support the option of direct negotiations with Israel in a manner that safeguards Lebanon’s supreme national interest, ensures stability in the South, and reaffirms the rights and full sovereignty of the Lebanese state and opens the way toward a real and lasting peace. We also reaffirm our full support for the government and its decisions in every sovereign step that restores the confidence of the Lebanese people and the international community in the Lebanese state and its institutions. In this context, we call on the government to move forward in dismantling the parallel and illegal economy, shutting down institutions such as “Al-Qard Al-Hassan,” preventing smuggling and illegal trade through all border crossings, ports, and the airport, and restructuring the banking sector and financial system to prevent the future financing and arming of militias by drying up their illicit financial resources. We also believe it is necessary to suspend the implementation of the 1955 boycott law, as its continued use as a tool of intimidation and fear obstructs the confidence-building measures required to achieve a genuine and lasting peace and prevents Lebanon from advancing toward realistic solutions that serve its highest national interests. I also stress the urgent need to accelerate the implementation of the decision to make Beirut a safe and weapons-free city under the sole authority of the state. The delay in beginning implementation is no longer justified and is draining the Lebanese people’s confidence in the state’s ability to enforce its decisions. Making Beirut free of weapons must be a sovereign Lebanese decision fully implemented by the Lebanese state, because the capital cannot recover its natural role and its political, economic, and cultural symbolism except under the sole authority of the state. The success of this step in Beirut would gradually pave the way for extending this process to the South, then to the North and the Bekaa, thereby consolidating the authority of the Lebanese state over all its territory and strengthening comprehensive national stability. At the same time, we call on Israel to fully abide by any understandings or arrangements reached, and to carry out a gradual withdrawal from Lebanese territory in a manner that guarantees stability and respects Lebanon’s sovereignty and territorial unity, leading to a fully sovereign Lebanese state free from any illegal or foreign military presence. In parallel, we believe that the issue of general amnesty can no longer tolerate delay or political exploitation. The adoption of a fair and comprehensive general amnesty law has become a national and humanitarian necessity, Away from political point-scoring and political disputes. What is required today is a balanced approach that preserves the rights of the wronged, takes into account the humanitarian conditions of prisoners, and at the same time safeguards the dignity of the military institution while preserving security and stability. True justice cannot be selective; it must be comprehensive and balanced—protecting the nation, preserving human dignity, and safeguarding state institutions. Lebanon today needs a strong state, genuine transparency, and responsible decisions that lead to peace and restore hope to the Lebanese people. This is what we are working for.

🇸🇾 on behalf of the Arab Group: “The Arab Group condemns in the strongest terms the illegal Israeli decisions and measures aimed at imposing unlawful Israeli sovereignty, entrenching settlement activities, and imposing a new legal and administrative reality in the occupied West Bank, in a manner that accelerates attempts at its illegal annexation and the displacement of the Palestinian people. It reaffirms that Israel has no sovereignty over the occupied Palestinian territory. The Group warns against the continuation of Israel’s expansionist policies and illegal measures in the occupied West Bank, which contribute to fueling violence and conflict in the region. The Group stresses its absolute rejection of these illegal measures, which constitute a flagrant violation of international law and represent an assault on the inalienable right of the Palestinian people to self-determination and to the independence of their sovereign State on the lines of 4th of June 1967, with occupied Jerusalem as its capital, and which undermine the two-State solution and the ongoing efforts to achieve peace and stability in the region. The Group affirms that these illegal measures in the occupied West Bank are null and void and constitute a clear violation of United Nations Security Council resolutions, in particular resolution 2334, which condemns all Israeli measures aimed at altering the demographic composition, character, and status of the occupied Palestinian territory since 1967, including East Jerusalem, as well as the advisory opinion issued in 2024 by the International Court of Justice, which concluded that Israel’s policies and practices in the occupied Palestinian territory, and its continued presence therein, constitute a flagrant violation of international law, and affirmed the necessity of ending the unlawful Israeli occupation of the entirety of the occupied Palestinian territory and the nullity of the annexation of any part thereof. The Group renews its call upon the international community to assume its legal and moral responsibilities, to compel Israel to halt its dangerous escalation in the occupied West Bank, to reverse its unlawful policies and practices, and to cease the inciting statements of its officials. The Group also expresses its appreciation for the statement issued by the Secretary-General of the United Nations on 9th of February 2026 and commends its content regarding the Israeli measures in the occupied West Bank that undermine the two-State solution, the renewed affirmation of the illegality of settlements and of the Israeli presence in the occupied Palestinian territory, and the call to reverse these measures in pursuit of a lasting peace based on the two-State solution in accordance with international legitimacy resolutions. Many reports and on-the-ground developments point to a regional project led by the United Arab Emirates that operates behind the scenes through local proxies and questionable alliances, with the aim of fragmenting states and gaining control over strategic ports and maritime chokepoints. This approach is closely linked to political and security coordination with Israel, serving narrow interests at the expense of regional stability and Arab national security. In Yemen, this role became evident through political and military support for Aidarous Al-Zubaidi and the Southern Transitional Council. What began as influence over southern areas escalated into attempts to impose a fait accompli by force, including efforts to seize control of Hadramout and Al-Mahra—two regions of extreme strategic and security importance to the Kingdom of Saudi Arabia. This was pursued through the creation of armed formations outside the framework of the legitimate state, the fragmentation of society, and the engineering of internal conflicts that threaten Yemen’s unity and the security of its neighbors. In Sudan, the UAE has been linked to backing specific military actors, contributing to the outbreak and prolongation of a devastating internal war that crippled state institutions and pushed the country toward de facto division. This chaos has opened the door to competition over gold, ports, and influence along the Red Sea, undermining any prospect of a stable and sovereign Sudan. In Libya, a similar pattern emerged through the financing and arming of forces operating outside the political process. This prolonged the conflict, sabotaged state-building efforts, and turned Libya into a proxy battlefield, draining its resources and exploiting its strategic location and energy wealth. In Somalia, the UAE supported separatist entities and port projects conducted outside the authority of the federal government in Mogadishu. These moves undermined Somali sovereignty and sought to impose new realities on the ground, granting Abu Dhabi direct leverage over one of the world’s most critical maritime routes near Bab Al-Mandab and the Gulf of Aden. This recurring pattern reveals a single approach: weakening sovereign states, marginalizing national armies, empowering militias, controlling ports, and then building political and economic ties with Israel under the banner of investment—while Arab peoples bear the cost. Despite all this, such schemes have failed when confronted by the Kingdom of Saudi Arabia. Saudi Arabia is not an arena for manipulation nor a state that can be encircled by militias or pressured through ports. It is a nation rooted in legitimacy, supported by its people, and anchored in deep Arab and Islamic standing. Those who have attempted to undermine or weaken it have ultimately lost—politically, morally, and historically. We visited Prime Minister Nawaf Salam today to express our full support for the decisions of the Lebanese state and the positions of the government, in accordance with the provisions of the Constitution and the National Accord Document – the Taif Agreement – which established the principle that weapons must be exclusively in the hands of the Lebanese state, and affirmed that the decision of war and peace belongs solely to the state and its legitimate institutions. From this perspective, we stressed the need for full commitment to these principles, particularly the decision to ban the security and military activities of Hezbollah, and the necessity of handing over any weapons outside the framework of the state to its legitimate institutions, in order to restore Lebanon’s sovereignty and the authority of the state. However, I made it clear that what is required should not stop at banning activities alone. It must go further, toward dismantling the party’s military, security, and financial wings. Experience has shown that it is practically impossible to separate the so-called political wing from the military wing, because in reality they are two faces of the same structure. Therefore, a real state cannot be built unless all these structures are fully subject to the authority of the Lebanese state. I also stressed the need for the ministers of Hezbollah to resign from the government as long as they continue to violate the decisions of the Council of Ministers of which they are part. Government work cannot function properly under such a contradiction between participating in authority and defying its decisions. I also called for summoning the Iranian ambassador following circulating information about the presence of members of the Islamic Revolutionary Guard Corps in Lebanon, because Lebanon’s sovereignty and the dignity of its state require full clarity on this matter. One of the most important reasons that prompted this visit was also the deep concern for our people and brothers in the south, the southern suburbs, and the Bekaa, who are today being forced to leave their homes because of a war they did not choose and did not want. These are our people and our loved ones, and it is our duty to stand by them in these difficult circumstances. In this context, I affirmed that the Makhzoumi Foundation is at the service of the people. From the very first day it has been present on the ground, working to provide assistance and secure medical supplies, food, water, and mattresses for the displaced. The foundation is also ready to rehabilitate any center that is not currently suitable for housing in order to receive displaced families. Two days ago, I had proposed using Camille Chamoun Sports City Stadium as a center to host displaced people, even before the threats that targeted various areas of the southern suburbs. I thank the government for responding to this request. Makhzoumi Foundation is ready to contribute to its full rehabilitation if it is adopted as a shelter for people, and we are also prepared to help equip any other center that needs preparation in order to become suitable for hosting families. I also addressed a matter of utmost importance: the security of Beirut. I called for increasing the number of security forces, intensifying patrols around the clock, organizing the work of centers, and ensuring proper supervision over those who run and manage them. I say it clearly: the security of Beirut is a red line. At the same time, I stressed that the state’s decisions cannot remain mere positions or statements; they must be translated into clear and firm measures that restore the confidence of the Lebanese people in their state and prove that the Lebanese state is capable of exercising its full authority over all its territory. I also firmly rejected the idea of extending the term of Parliament for two years. What kind of authority grants itself two additional years? What I am calling for is only a technical postponement linked to the security situation and the war, for a period of four to six months, which could be extended for a few additional months if the war does not end—not a long political extension that overrides the will of the people and confiscates their right to choose. Lebanon can only be built through a strong, sovereign, and just state that alone holds the authority over the decisions of war, peace, and weapons across all its territory.

NIGERIA UPDATE: El-Rufai’s response to the statements by the National Security Adviser and the Kaduna State Government alleging the ‘Politicization of National Security’. - Part 3 of 3 As Governor of Kaduna State for eight years, we worked with two Ministers of Defence, one National Security Adviser, two Chiefs of Defence Staff, three Chiefs of Army Staff, two Chiefs of Naval Staff, two Chiefs of Air Staff, two Chiefs of Defence Intelligence, four Inspectors-General of Police, and three Directors-General of the State Security Service (DSS). This is aside from several General Officers Commanding, Air Officers Commanding, Commissioners of Police, State Directors of Security, and military commanders at state levels. Our appreciation for the sacrifices made and still being made by our military and security officers is deep. That is why we speak out about those saddled with immense responsibility two years ago who seem to view security management as a persistent exercise in propaganda and make-belief, and as cover for diverting public funds and abusing power with impunity. Neither the ONSA nor the Kaduna State Government can stop the exercise of constitutional rights to associate with others, have meetings, express opinions and alternatives to the fictitious narrative of officialdom. They are advised to concentrate their efforts on solving security issues, rather than seeing in the misery of affected citizens opportunities to claim false glories and divert and squander funds. Insecurity is the menace they ought to eliminate, not opposition voices and platforms. The repeated haranguing by the KDSG of some of its own officials and some security agencies for not disrupting visits and meetings in Kaduna by certain prominent persons is well-known. The thuggery unleashed against the ADC meeting of Saturday, 30 August 2025 shows that those harangued government officials and some officers of security agencies have succumbed to blandishments to sponsor and enable violence against those that legitimately oppose their government. Why is this not attracting the attention of the ONSA as a major security issue? Is it until it leads to anarchy due to total politicization of policing in the state?. National security is a very serious matter, critical to the peace and prosperity of the country, and the safety and wellbeing of citizens. It is unpatriotic to disguise incompetence in understanding it, much less managing it, as media stunts. In managing difficult circumstances, I recommend a new message to ONSA and its sidekick in Kaduna and elsewhere, the admonition by an African patriot of old: “tell no lies, claim no easy victories.” Nasir Ahmad El-Rufai Abuja, Nigeria 1st September, 2025
