Greer makes this sound like a normal negotiation with a few difficult technical issues left to solve. It isn’t. Canada suspended the formal talks in August after Washington added demands Ottawa said crossed directly into questions of sovereignty. Technical contacts can continue. That does not mean the broader negotiation has resumed. There is a major difference between arguing over tariff rates, quotas or market access and asking another country to surrender policy freedom over its trade relationships, culture, language or strategic industries. Those are not difficult details. Those are red lines. So if Washington now says the remaining issues are hard to resolve, part of the reason may be simple: Canada is willing to negotiate trade. It is not willing to negotiate whether it remains sovereign.
