I'm sorry, some of this mismanagement. They depleted the tanks uphill and couldnt replace the water faster enough. That sounds like not knowing the limits of your infrastructure and not investing properly. All mismanagement if you ask me

Water systems are designed for typical usage, not for multiple hydrants operating simultaneously. The increased demand from multiple hydrants decreases the available pressure for each hydrant.
