Can he be more specific about the”Russian”program? I will check my database. Come on, barrister, prove your words. Somehow I think the response will be… crickets. Anyway, here is one case where something was done in the USSR.
What gets me. Why do they just not tell without putting in a book. Yes I understand the printing of it will keep it for future generations to read. But by then things will have changed. Either way why don’t they just say and tell.

One - and I accept these concepts are very difficult for people to grasp, which is one of the reasons I've written the book - there is no doubt at all that the Americans have been in possession of crashed craft since the 1940s, and they've recovered others since then. So have the Chinese and so have the Russians. And there are big technological reverse engineering programs into the technology of this mysterious phenomenon, and obviously whoever wins that will have a very dominant position. "I think the other reason is that there's a real fear that, despite the money and time that's been spent on this, they really are unsure as to a number of key questions. And simply to announce that there's a phenomenon without being able to answer, well, what's the agenda? Where are they from? Do they believe in God? Questions of that kind would cause a lot of destabilization." WF: "A bigger question to me would be: Do they come in peace?" Caplan: "Exactly." And, of course, there's a department within the CIA, the Counter Proliferation Mission, which has that very subject as its brief, and it is assisted in intelligence and information from the State Department. I mean, do you think that we'll make it very clear in the years ahead and have an open discussion about it, or do you think the governments will continue to try and keep it secret?"
