Depends on what it is one believes they are 'conserving'. McCarthy (and the vast majority in both parties) seek to conserve the status quo, where lobbyists effectively write the laws and Reps/Sens sign off on them in return for 'campaign funds/expenses' (formerly known as bribes)

Nah, they just care about how much we send to countries outside our borders, the care about our border, they want our border TRULY secured, and they want Hunter and the big guy indicted. That sure sounds conservative, but who am I?
