On Sunday evening, ahead of our “Expose the Corrupt” rally in Kween District Lower Belt, I was accompanied by over six Members of Parliament, the LC5 Chairperson, the Resident District Commissioner (RDC), the District Internal Security Officer (DISO), and many other civil servants from the Ministry of Local Government. Together, we visited the State House Skilling Centre in the Sebei Subregion, where I had the opportunity to interact with and address young people undergoing various vocational and practical skills training. I commend these young people for embracing skills acquisition as a pathway to self-reliance, employment and wealth creation. I sincerely thank His Excellency President Yoweri Kaguta Museveni for his visionary leadership and for establishing this important Skilling Centre in the Sebei Subregion. This is a clear demonstration of his commitment to empowering Uganda’s young people with practical skills that can transform their lives and communities. A skilled young person is an empowered young person. A skilled population is the foundation of a productive and prosperous Uganda. As we continue our Expose the Corrupt campaign, we shall also continue to ensure that government programmes reach the intended beneficiaries and that every shilling meant for citizens delivers value. This evening, I was joined by the Rt. Hon. Deputy Speaker of Parliament, Thomas Tayebwa , at Rwakitandara Playground in Mitooma District for a Baraza focused on strengthening the fight against corruption, abuse of office and poor service delivery. Deputy Speaker Tayebwa Pledges Anti-Corruption Drive with Balaam, Urges Mitooma Locals to Lead by Example The Baraza brought together local leaders, community stakeholders, technical officials from the Ministry of Local Government and residents to openly discuss challenges affecting service delivery, accountability and government programs in Mitooma. The Rt. Hon. Deputy Speaker, who is also the Area MP for Ruhinda North, reaffirmed the government’s commitment to working with me to intensify the fight against corruption and abuse of office across the country. He emphasized that the directive comes from the highest level: “As directed by the President, His Excellency Y.K. Museveni, and PLU Chairman MK, we are ready to work with Hon. Minister Balaam and fight corruption and abuse of office across the country.” The Deputy Speaker also emphasized that the fight against corruption requires collective responsibility. While calling for firm action against public officials who abuse their offices, he challenged citizens to also examine their own conduct and reject practices that undermine service delivery. He urged residents to shun bribery, extortion and other forms of corruption, noting that sustainable change requires integrity from both leaders and citizens. I thanked the people of Mitooma for turning up and openly raising their concerns. The Ministry of Local Government will follow up on the issues raised during the Baraza and work with district leadership and relevant authorities to ensure that government programs deliver the intended services to the people. Headline: All involved in the creation of ghost health workers in hospitals and ghost students in our local schools must face the law Following President Yoweri K Museveni Mzee’s directive, Kisanja no more sleep. Expose the corrupt. The corrupt in local government should seek Christ. It is not too late to ask for forgiveness. We must forge a new path of zero tolerance to corruption. Last night at 3:00 a.m., accompanied by the Regional Internal Security Organization (RISO) Chief, the State House Anti-Corruption Unit, representatives of the Criminal Investigations Directorate (CID), the DISO Mbale, and other security officials, we carried out an unannounced inspection at Busiu Health Centre IV, the largest health facility in Mbale District. Our inspection uncovered five ghost staff who have reportedly been on the Government of Uganda payroll since July 2025 despite not being at the facility. This raises a serious question: who has been benefiting from salaries meant for these health workers? It is deeply disturbing that while the available medical team is overwhelmed by the huge number of patients, corrupt individuals continue to siphon resources intended to strengthen healthcare service delivery. This is unacceptable, and it must stop. With inspections of only two health centres in Mbale District, we have already uncovered 10 ghost staff being paid by the Government of Uganda. Every shilling stolen from the public is a shilling taken away from essential services for our people. We shall continue these unannounced inspections and ensure that everyone involved is held accountable. Corruption in our health sector and in our local schools, where ghost students are created to steal public resources, has no place in Uganda.
