Tonight, we finally put an end to the longest government shutdown in our nation’s history, which has caused completely unnecessary harm to so many families in Maine and across the country, as well as to our national and economic security. As Chair of the Senate Appropriations Committee, I worked with my colleagues on both sides of the aisle and with members of the House of Representatives and Administration to resolve the stalemate before America’s dedicated public servants missed yet another paycheck. I am pleased that under our legislation, all federal employees, including members of our military and Coast Guard, Capitol Police officers, Border Patrol agents, TSA screeners, and air traffic controllers will receive their back wages. Since the beginning of the shutdown, I have been pushing for the three appropriations bills that previously passed the Senate with overwhelming bipartisan support to be attached to a continuing resolution to reopen government. These bills include important funding that will support our veterans, troops, farmers, and rural communities, and provide full-year funding for the Supplemental Nutrition Assistance Program (SNAP) and the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC).

Tonight, the Senate took an important step toward reopening the government. This continuing resolution will reopen government immediately, extend funding through January 30th, and provide back pay to all federal workers. I thank Sweden for all its support for Ukraine – for our people and for our defense. Sweden is absolutely committed to protecting life, and we value this immensely. Today, we have a new support package for Ukraine, and the most important element of it is the Swedish Gripen fighter jets, which will strengthen our air force. Overall, this year, next year, and our future cooperation are all about building Ukraine’s fleet of Swedish Gripens. This will help us guarantee the security of Ukraine and Ukrainians. Today, the Ulf Kristersson and I also discussed the details of our cooperation across all other areas. I briefed him on the situation in Ukraine – on the battlefield and in our defense against Russian strikes. We need our own European antiballistic capabilities in sufficient quantity and with sufficient strength. We will work on this, including within the NB8 format – one of our most effective formats, bringing together Ukraine, the Nordic countries, and the Baltic states. As always, a good and productive meeting with Prime Minister of Norway Jonas Gahr Støre. We discussed in detail our cooperation in the production and use of drones. Our experience is already being used in the Middle East and the Gulf. We are improving defense against “shahed” drones, and we believe this should also be done in Europe. Today, for this purpose, we initiated a Drone Deal with Norway and signed a Joint Declaration on Enhanced Defense and Security Cooperation. Now our teams will work out the details. We also focused on our joint production projects and cooperation priorities for this year, and not only in defense. We continue to work together with partners to strengthen our countries. I personally thank Jonas, Norway, and all Norwegians for their military and energy support for Ukraine, for strengthening our air defense, and for their readiness to continue support for the PURL initiative. This is truly a historic day for cooperation between Ukraine and Sweden. Today, there is a new support package from Sweden, and this support opens up a new level for us in saving the lives of our people – in protecting our cities and communities. This package, worth $2.7 billion, includes various elements to make us stronger. In particular, it includes funding for drone production – almost $400 million. But most importantly – the Gripens. I held a meeting with German Foreign Minister @ABaerbock. We discussed further support for our state, the path to a dignified peace, and the development of security guarantee formats. Germany is a leader in Europe in the scale of assistance provided to Ukraine — from financial aid and weapons to strengthening our air defense. This includes 6 IRIS-T systems, 3 Patriot systems, and Gepard anti-aircraft guns. All this support has saved thousands of lives. We are grateful to the Bundestag for the decision to provide an additional 3 billion euros to Ukraine. In total, German support this year will amount to 7 billion euros. We are grateful that German support for Ukraine remains unwavering and stable. We thank Germany, its Government, and all the German people for their significant assistance.

This funding bill is likely to pass, and when it does, our industry will have 365 days to try and prevent the ban from going into effect. We’ll have more updates coming soon, and we’ll continue working on the behalf of the millions of people in this community who rely on these products daily!
