Jamieson Greer today at the Iowa State Fair: Straight talk on Canada that doesn’t sound great for Ottawa USTR Jamieson Greer took questions today in Des Moines. The Canada portion was blunt Key points & quotes: * Canada had “completely free access to the US Market for many decades.” The US is now “trying to control our borders… for imported goods and services.” * “For decades, we have had major trade issues with Canada… There are a lot of issues… any potential resolution has to include all of these or a pathway forward for them.” * Again he says only two countries have retaliated against US trade measures: “the People’s Republic of China and Canada. That’s not the kind of company you really want to be running in.” Specific Canadian actions he flagged as the legal/policy basis for the coming Section 338 duties: * Bans on the sale of American wine and spirits in Canada * Uneven dairy treatment with supply management: “In some instances, Canada gives the EU better treatment on dairy than they give us their best customer.” * Procurement and other longstanding issues “These tariffs that are coming in… are a response to Canadian retaliatory measures, like the kind of things that China would do” On whether the duties could still be paused: the measures are tied directly to Canada’s actions, so those have to be resolved first Broader framing: * “This is not a trade war. We have domestic supply chains we’re trying to protect… It’s not Canada specific. It’s… globally.” * “Ultimately, we are accountable to American voters. * The president was elected… on a platform of protecting American industry. So that is first and foremost what we need to do.” * If a country retaliates, “we’re obviously not going to tolerate that. We’ll take action.” Greer even fielded a question in French before pivoting back to the same message: the Section 338 duties rest on Canada’s own measures, and those need to be fixed Constructive talks continue, but the hierarchy is clear: America’s trade policy first. Canada can come along... or not Jamieson Greer

This comparison is embarrassing for Ottawa. America’s Jamieson Greer explains where the deal stands, what happens next and what the U.S. believes it secured. Then Canada’s Trade Minister Dominic LeBlanc speaks. Supply management is intact. He’s “confident.” That’s it. Why are Canadians learning more about THEIR trade deal from Washington than from the Carney government?

Peter Armstrong prepares the way for CBC viewers to accept the dumping of supply management. If the Japanese can dump protections for rice farmers... "There's about 1,700,000 to a million rice farmers in Japan." "There's about 9,000 dairy farmers in Canada." "...not a lot of debate in the economics community about the benefits of, of, of supply management, that, you know, there's a lot of people who say, look, this artificially keeps the price of milk high for Canadian families." "What are we doing protecting that as opposed to trying to make a deal with Trump?" "A little bit like they are in Japan, that, that opening up of the rice market, deeply protected, hugely important, and almost symbolic to Japanese people." Peter Armstrong

LeBlanc: We continue to believe, as do the Mexicans, that the sectoral tariffs that the US have applied are causing considerable economic discomfort in all three countries and having a negative effect on consumer prices in the US. We made that case to Ambassador Greer.

Ian Lee on supply management "I think the Americans felt tricked in the last round of negotiations that they got access to producers but not to actual stores for their dairy." " I think every Canadian has to ask the question, are we going to sabotage a potential, potential trade agreement to save that's going to benefit 40 million Canadians to save 9,000 dairy farmers and mostly located in eastern Ontario and Quebec." "And, and I, and I think we will conclude as Australia did in New Zealand in 2000 when they ended supply management, it's easier to compensate those farmers generously and bring this system to an, to an end." "It will also bring down prices for milk dairy products because in Canada they were doubled as part of the supply management arrangement." Sprott School of Business at Carleton University

US Trade Representative Jamieson Greer: "We feel confident that we've reached an agreement that will not only continue to protect American workers, American jobs, American supply chains, but really strengthen the North American economy and create a situation where North America will continue to be an energy powerhouse, a manufacturing powerhouse, and align on important things like economic security and digital security."

Charlie Angus: "These tariffs that Donald Trump has thrown on us is an attempt to intimidate us to make us back down from the fact that there are only two countries in the world—they say that again and again—only two countries that didn't roll over when hit with arbitrary trade threats. That was Canada and that was China. So what this is all about is making Canada bend. That's what this negotiation is. They are demanding that we bend and break and they take it personally that we didn't."
