That's Definitely Cheating. The Best Way To Call Speed Hacks Is To Look At The Run Animation Compared To His Speed. If It Looks Like He's Sliding, Then He's Cheating. When People Get Speed Increases, They'll Go Fast Enough To Unsync Their Animations With Their Actual Move Speed.

The distance gained from him walking up the stairs into main is honestly enough evidence.
