Mikhail Polynkov, an associate of Igor Girkin, stated that Russian conscripts who surrendered "without a fight" in the Kursk region should not be exchanged, even though this may upset the conscripts' families. He argued that negotiating with the Ukrainian side, which he labeled as terrorists, is unacceptable.
