You can wave a flag in the UK, likewise you can hang outside your house. What's been an issue is people attaching them to lamp posts, it's an offence to affix any item to highway structures like lamp posts & street signs without the consent of the local highways authority.

This is why we need tests to earn a privilege of voting. America will not survive if these people continue to elect anyone.
