Most of the examples of “better animation” comes from OVAs & Movies. Animators will also find ways to cheat a lot,inserting as many scenes with mostly empty/simple background as they can so they could focus on animating characters & objects instead of the background Series vs OVA

It's for lots of animation in general. The Simpson for example. The modern day episodes have an excessive clean look and lack the charm the old ones did.

They couldn't rely on digital software to speed thing up nor to make improvements. They had to hire the best artists to get work done correctly the first time around. Just beautiful

Cyber Formula was BEYOND and WAY ahead of its time in animation and artwork. I loved the OVAs. It was also clean but it had a lot passion felt through the series. It was also literally character driven, including the Formulas.

Japan had huge economic growth in the 80's. They were overflowing with money, so they could do stuff like this.

1. This is an OVA, not a TV series. Different budget, Different workload. SAGA only has 8 episodes. 2. because people only remember the good ones, and ignore the the bad ones. Summer 1996 has these anime airing on TV Slayers Next Gundam X Escaflowne But no one remembers Dagwon

Maybe it's because of human limitations whether from tools or lack of reference ideas that force the brain to bring out more of its capabilities. Meanwhile, the advancement of the times has made many things easier, which reduces the pressure on the human brain to unleash its full potential.

Not just anime, animation in general. This is still the gold standard for western TV series, nothing since comes close.

I mean its not very animated, they make great use of framing, speed lines, choose flattering, thoughful perspectives that really sell it, save on budget where they can. While Modern anime have a habit of just showing it all or start with the easiest way to get the point across.
