I am preparing changes across our diplomatic efforts. We need a new quality of engagement with Ukraine’s partners to ensure the implementation of our agreements on weapons supplies. The agreements reached at the leaders’ level must be implemented much faster and in full. The U.S. and our agreement on licenses for the production of Patriots. Europe and our work to develop Europe’s own anti-ballistic capabilities, as well as other projects focused specifically on defensive cooperation. Also, the support packages for Ukraine that have been announced but, as of today, have not yet been delivered in full.

Tomorrow is an important day. We are anticipating a historic conclusion from the European Union—a report on Ukraine's implementation of the European Commission's recommendations. And we are already planning our next steps following this report. Our legislative efforts and the strengthening of state institutions. Ukraine has already come a long way toward stronger ties with the European Union. We are fully aware that EU membership relies on a political decision shared by all EU members that want to see a new state join, but it also relies on the candidate state itself and its work to approximate and adapt EU standards and community norms. Ukraine will join the EU. And we will achieve this, in particular, as a result of our state's internal transformation that is completely consistent with the interests of our people. The EU represents economic security and social stability for Ukraine, and Ukraine represents the strengthening of the entire EU community. And it is critical that the Ukrainian parliament continues to support the legislative efforts required for our European integration.

In the coming weeks, important meetings and negotiations will take place in Ukraine, and we are doing everything to ensure that the June summits—the G7 Summit in Canada and the NATO Summit in the Netherlands—are not hollow. Russia only truly understands one language — the language of force. That is precisely the language that must become the working one across all formats of international engagement in the coming months. Ukraine continues to do everything possible to secure the release of our POWs and the return of our fallen warriors. The full lists from Russia for the exchange of over one thousand people, as agreed in Istanbul, have still not been provided. In typical fashion, the Russian side is once again trying to turn even these matters into a dirty political and information game. For our part, we are doing everything we can to keep the exchange track moving forward.

The crux of the matter lies in the 2017 collective bargaining agreement, which remains unimplemented despite repeated appeals and negotiations. As healthcare professionals, our primary concern is the welfare of our patients. However, the government's reluctance to honor the terms of the CBA undermines our ability to fulfill our duties effectively. It is disheartening to witness the government's disregard for our legitimate demands, which are essential for ensuring fair compensation, adequate working conditions, and ultimately, the provision of quality healthcare services to all Kenyans. Our decision to continue the strike is not taken lightly. It is a reflection of our unwavering commitment to advocating for our rights and the rights of our patients. We cannot, in good conscience, return to work under conditions that compromise our ability to deliver the standard of care that every Kenyan deserves. Until the government demonstrates a genuine willingness to engage in meaningful dialogue and fulfill its obligations under the CBA, we will persist in our strike action. The plight of Kenyans who rely on our services weighs heavily on our minds. I met with the Secretary-General of the Organisation for Economic Co-operation and Development, Mathias Cormann. Ukraine’s membership in the OECD is very important to us. And today, we are taking a step in this direction – the Prime Minister submitted Ukraine’s official updated application for OECD membership. We hope to receive candidate status as early as this autumn. The next stage is a roadmap toward OECD membership. We discussed this during the meeting. We also paid special attention to Ukraine’s progress on the path to European integration and the implementation of reforms necessary for rapid progress toward EU membership. We also spoke about the implementation of the European Union’s financial support package, the strengthening of sanctions against Russia, and engagement with partners. I am grateful to Mathias Cormann and the OECD for their support for our people on our path of reforms and toward peace.

Today, we met in a special format—the Government, Parliament, and the President's Office—to discuss the results of the government's work in the fall and winter, as well as the tasks for the spring and summer. Each ministry reported on their areas of responsibility. We spoke with parliamentarians about which legislative initiatives require special attention. We defined joint positions on key challenges for the coming weeks. Specifically, the launch of a program to restore and modernize the protection of energy facilities and other infrastructure. The Ministers of Defense and Internal Affairs provided detailed reports on issues critical to Ukraine's wartime defense. There were reports on the condition of roads in Ukraine, and at all levels of government, the greatest attention now must be paid to the road network in frontline communities and to national logistics. The relevant tasks for government officials and for local authorities are set. We discussed relations with the European Union and specific challenges with neighboring countries related to their difficult internal electoral processes. The Prime Minister reported on the start of pension indexation in Ukraine and on the implementation of programs to support people and national businesses. Thank you all for your work!

The objection by the representative of India to Pakistan's mention of Jammu and Kashmir in the Arria Formula meeting was not surprising to us. India, as a party to the Jammu and Kashmir dispute, has actually refused to implement the Security Council resolutions on this dispute, and has even refused to cooperate with the United Nations, including the good offices of the Secretary-General, and with all those mechanisms that form part of Chapter VI. As I stated in my statement, Kashmir is an international dispute. It is on the agenda of the Security Council. It was never a part of India, and it is not, and cannot be, part of India — because this was the core question at the heart of these Security Council resolutions on Jammu and Kashmir. The purpose was to determine the status of this territory: whether it wishes to be part of India or Pakistan. That status has not yet been determined, because the resolutions have not been implemented. To assert that Kashmir is a part of India is, in fact, itself a violation of the relevant Security Council resolutions. The objection by the representative of India to Pakistan's mention of Jammu and Kashmir in the Arria Formula meeting was not surprising to us. India, as a party to the Jammu and Kashmir dispute, has actually refused to implement the Security Council resolutions on this dispute, and has even refused to cooperate with the United Nations, including the good offices of the Secretary-General, and with all those mechanisms that form part of Chapter VI. As I stated in my statement, Kashmir is an international dispute. It is on the agenda of the Security Council. It was never a part of India, and it is not, and cannot be, part of India — because this was the core question at the heart of these Security Council resolutions on Jammu and Kashmir. The purpose was to determine the status of this territory: whether it wishes to be part of India or Pakistan. That status has not yet been determined, because the resolutions have not been implemented. To assert that Kashmir is a part of India is, in fact, itself a violation of the relevant Security Council resolutions.
