Ghorl, dependent ba ang presyo ng langis sa kung saan ito binili? You make it sound like the Philippines is stuck with the Middle East. Sila lang ba ang may langis? What about the other oil-producing countries outside the region? Yes, a large portion of our imports from the Middle East is crude oil; but the Philippines also sources from other suppliers like Russia, Malaysia, and other countries (possibly Latin America and Africa). For refined fuel, we import from Malaysia, South Korea, Singapore, China and other regional suppliers. Which means: may alternative sources na ang Pilipinas. So, tanong: since may alternatives tayo, bumaba ba ang presyo ng langis? HINDI. Because oil prices are not determined by where the Philippines buys. Prices are set by global benchmarks. We can switch suppliers all we want, but if global prices are high, mataas pa rin ang presyo sa Pilipinas dahil private sector ang nagse-set ng presyo depende sa kung magkano ang bili nila. Alangan naman malugi sila. (Oil Deregulation Law yan). So, the claim that prices will keep rising unless we find alternatives to the Middle East speaks more of your brain’s capacity to understand the oil market. Even countries that don’t rely on the Middle East are affected because the market is global. And like I posted before, the Philippines is a price taker, not a price setter. We don’t influence prices, we follow them. Hindi naman tayo member ng OPEC+ to be able to influence the price. Kahit saan pa tayo bumili, kung mataas ang presyo sa global market, mataas pa rin ang babayaran natin. So, again, remind us, bakit gusto mo ulit maging presidente kung basic global pricing mechanics hindi mo gets?

This is found in House GAB Volume I-A Page 22 Line 19. Madam Speaker, Madam Sponsor, may I briefly explain my proposed amendment. Every peso in this budget is the people’s money. And when we demand accountability, we do so not out of hostility, but out of duty — duty to the Constitution, duty to the people, and duty to the truth. Let me then again put this on record: VP Sara Duterte’s repeated refusal to face this chamber is an insult. It spits on the duty of accountability, while she clings to millions in public funds she refuses to explain. This is arrogance. Para tayong mga magulang na tinatabig at sinisigawan ng anak na tumatangging magpaliwanag kung saan napunta ang baon. Kahangalan ang magsabi na aksidente lamang ito o resulta ng pagkakamali. Malayo ito sa ginawa ng kanyang ama na ginamit ang budget para pahirapan ang Commission on Human Rights (CHR) — a constitutional body created to defend the powerless. What we do here is different: we call out entitlement, we confront arrogance, we demand respect. Public money is not a toy. Hindi ito pabuya na pinamimigay sa mga imbentong tao na may imbentong pangalan sa mga imbentong project. It is a trust. And until the Vice President learns respect, this House must act as the parent that disciplines a brat. Alam ko po that this move will generate varied reactions. It might even be exploited by certain camps to elicit sympathy for VP Sara. Dyan naman sila magaling. Kadramahan.
