Evidence That the FDLR Did Not Originate from a Genocidal Force: General James Kabarebe stated in 1999 that the Rwandan Defense Forces (RDF) had a total of 57,000 troops at the time, of whom 36,000 were former members of the Rwandan Armed Forces (FAR). Before the RPF took power, the FAR had an estimated strength of 45,000 soldiers. If 36,000 former FAR soldiers were absorbed into the RDF without being prosecuted or publicly accused of genocide, on what basis are they now being labeled as genocidaires? Given that thousands of former FAR fighters were integrated into the RDF, others died in combat, and many were repatriated to Rwanda in the years that followed, how many former FAR members could have realistically remained in the Democratic Republic of Congo (DRC)? And suppose the majority were either reintegrated, deceased, or repatriated. Why is the FDLR — which allegedly includes these remnants — solely accused of being a genocidal force, while the 36,000 former FAR in the RDF are not? Why the RDF isn't accused of being a genocidal force while it included majority of the former Rwandan Armed Forces than FDLR? Associating the FAR with genocide is just propaganda. They had nothing to do with the genocide in general. In fact majority of the Tutsi who survived were rescued by the former Rwandan army not Kagame's army. Kagame's RPF knew that. They integrated them in the army knowing they were actually blameless!
