What we see as an 'orb' is plasma being confined by a magnetic field. These are aneutronic fusion reactors. Aneutronic (radiation free) fusion prevents destruction of the reactor and the charged particles can be used for propulsion. The lines are dark because it's the exhaust from these reactors is xrays beyond the thermal spectrum. The reactors are small, consistent with a high beta concept with a radius of a couple meters.

Michael Shellenberger knows nothing about cold fusion. There was 60 successful replications showing anomalous energy and/or transmutation. Research never stopped, they just rebranded to LENR. One of the top physicists on LENR is George Miley, who has been writing papers about using high powered lasers to initiate aneutronic fusion in field reversed configurations. Cold fusion has become COOL fusion. Using lasers to set the temperatures of your ions to non equilibrium fusion conditions. The DoE solved fusion and they've been hiding it for a long time.
