First, the United States is a Constitutional Republic not a democracy. Second, Maryland already is a one-party state. Question 3 is not “the people deciding what our democracy looks like.” It strips compactness, contiguity, and county-boundary rules off congressional maps so the same supermajority can redraw the last Republican district (MD-1 / Andy Harris) without the state constitution getting in the way. Voters on Nov. 3 are not choosing a map. They are being asked to remove the constraints that blocked an 8–0 map in 2022. After that, the legislature draws the lines, the goal for more control becomes law. That is not more choice. It is the majority party writing itself a blank check and calling it democracy. If the goal is representation, keep the rules that apply to everyone. If the goal is locking in one party’s map, be honest, just say that.
