It has a three-pillar approach: one, deepen our R&D in India; two, accelerate the ecosystem in India; three, grow future talent in India. The first, deepening our R&D in India applied was among the first to establish a semiconductor engineering capability centre. In 2024, we ordered India's first 300-millimetre lab. Today, we are committing to a new 140-acre advanced semiconductor research park, bringing together cleanroom capabilities, engineering expertise, and collaborative R&D with customers and suppliers on one side. This time is different because this is not demand driven, it is not seasonal...meaning seasonal demand driven. This is industrially driven, meaning the fundamental technology of computers is changing. We need a whole new layer of infrastructure in the world. We have energy, internet, roads, railroads, we now need the intelligence layer built on top of all of that and this layer needs chips. I believe we need our semiconductor industry to be somewhere between 5-10x larger than it is over the course of the next 10 years. It is way too small today, which is the reason why memory is in such shortage, storage is in such shortage, optical interconnects are short, packaging is short, and TSMC foundry chips are short. Everything is in such short supply because it is not a cyclical nature. It is fundamental infrastructure related. The whole industry is short." According to the WSTS, the semiconductor industry is projected to be $1.5 trillion in 2026. 5-10x larger puts it at $7.5 trillion to $15 trillion. Via Axios

He highlighted that ISM 2.0, with an allocation of ₹1.27 lakh crore, focuses on six important pillars of the entire semiconductor manufacturing spectrum, ranging from chip design to equipment and materials, chemicals and gases, semiconductor fabs and compound semiconductors, to focusing on advanced R&D in semiconductor manufacturing and new talent development to the tune of 1 lakh new semiconductor professionals. This is a very significant step up from what we achieved under ISM 1.0." He adds, "Under ISM 1.0, with a ₹76,000 crore allocation, we ended up establishing 12 semiconductor units in the country with a total investment of ₹1.64 lakh crore. The great thing is that out of those 12 semiconductor plants announced during that phase, five are already under commercial production, which is a massive achievement for the country.
