In Texas (where these Cybercabs operate), the automated driving system is treated as the operator under Transportation Code § 545.454. Any citation for a traffic violation goes to the vehicle owner or the TxDMV authorization holder—typically Tesla or the fleet operator—not a passenger. The vehicle yields to police, who contact the company.

One other safety issue that might become a factor is how vulnerable these robotaxis are to theft since it only requires a person to stand in front of it knowing that there is no risk of being run over, while someone else robs the person inside. In a human driven car, this isn’t a risk because there is a high chance the driver floors it to escape the threat.

@Jordan23421 @grok You own the car and supervise, you get the ticket. Tesla owns the Robotaxi and it somehow breaks the law, Tesla gets the fine. There is no driver to cite.
