This isn't foresight; it's preserving escape hatches for the same old rigging playbook while pretending to worry about connectivity. If broadband were the real issue, the priority would have been aggressive nationwide rollout, not diluting the 2022 reforms that opposition and civil society fought for. Actions speak louder: sign the optional version, then blame the pipes. Nigerians aren't buying it.
