Maybe because of the fact that Haiti had a brutal 22 year occupation of the DR and killed thousands of people, stole resources to pay their debt to Haiti and once made people gather inside a church called Iglesia Corazon de Jesus in Moca, DR and killed a bunch of women and children (Deguelle de Moca). As for "I no black, I am Dominican" is mostly because we are two different countries, different language, different religion, different music, different everything so even if my skin color is black, I would say : "I no black, I am Dominican" to make the distinction that I am not Haitian. Dominicans in general are mixed between white, black and Taino so we are neither black, white or natives, we are just Dominicans.
