What has happened in Louisiana is the left used race (The VRA) to sue and get another democrat district in a red state. A different group of voters sued the state as a result of this and the Supreme Court decided drawing that district based on race like that was unconstitutional. Now Louisiana needs a new map. And the new map will favor republicans.
