The document is at the center of a pivotal ongoing diplomatic visit to Kyiv by Army Secretary Dan Driscoll. It references Ukrainian security guarantees, but also demands Ukraine give up territory, cap the size of its military and blocks NATO from sending troops to Ukraine. Trump has floated moving U.S. troops from Germany to Poland, and Warsaw says it is ready to host additional American forces. I am sure Trump does not even remember the surname of the man he “endorsed” in Poland, but strategically, a stronger U.S. presence in Poland makes sense. Germany remains the logistical backbone of the U.S. military presence in Europe. Poland, however, is NATO’s frontline state on the eastern flank: closer to Russia, Belarus and Ukraine, and politically much more willing to treat defence as an immediate national priority. But there is a difference between moving troops east and weakening the U.S. presence in Europe altogether. The problem is Trump’s method. European security cannot be managed like a personal loyalty contest.
