How is this not a sign of occupation and war?

When a foreign national comes into your country without permission and plants their flag - that’s war. I’m almost glad to see it come out in the open. It certainly helps Trump’s legal arguments.

Planting flags on another country’s soil seems like an act of war, no?

We should be reacting to this with anger and educating these people. If a 1000 Americans went to Mexico City and burned down their stores waving American flags and assaulted their police, how do you think the Mexican government would react, better yet, how do you think the Mexican people would react?
