Today, we can already say there is a good result for our air defense – Ukraine now has more Patriots. I thank Chancellor Merz, I thank Germany, and everyone who helps – our agreements have been fulfilled. More Patriots are now in Ukraine and being put into operation. Of course, more systems are needed to protect key infrastructure sites and our cities across the entire territory of Ukraine, and we will continue working to obtain them – not only at the political level with states and leaders but also directly with manufacturers of all necessary air defense systems and missiles for them.

We are now in a new phase of development for the Air Force of the Armed Forces of Ukraine. We have done a lot to transition the Ukrainian Air Force to a new aviation standard – Western combat aviation. From the beginning of this war, we have been talking with our partners about the need to close the Ukrainian sky from Russian missiles and aircraft. We have held hundreds of meetings and negotiations to strengthen the capabilities of our aviation, air defense, and Defense Forces. We often heard the word "impossible" in response, but we made possible what was our ambition, our defense need, and now – it is a reality in our sky. F-16s in Ukraine. We ensured this. I am proud of all our guys who are skillfully mastering these aircraft and have already started using them for our country. I thank our team for this result. I thank all the partners who are truly helping with the F-16s, and the first countries that accepted our request for aircraft – Denmark, the Netherlands, the United States, – and all our partners, – we value your support. I wish our Air Force and all our warriors to feel the pride of Ukrainians in our combat aviation and to bring Ukraine the combat results that will bring our victory closer – our just peace for Ukraine.

I am grateful to all our partners who support us in this and who have a clear understanding of what exactly is needed. Patriots, IRIS-T, all necessary air defense systems, the development of drones, and investments in weapons production here in Ukraine—this is about protecting lives, and defending the very idea that peace is possible. This week, we have received new support packages: a significant $1.2 billion package from Sweden—thank you. A new security package from Finland. Another package from Croatia. Thank you! All six Kalibr missiles were shot down last night, and 31 out of 33 cruise missiles were intercepted, meaning whenever the necessary capabilities are available, our warriors deliver truly high interception rates. That is the only explanation for the problem with ballistic missiles – insufficient number of interceptors. This is especially true for Patriots. We have proven to all our partners both the need, and more importantly, the possibility of providing greater protection of lives. It is simply nonsensical that, in today’s world, production has still not been scaled up to the level that is actually needed to protect people from ballistic terror. We have long made the case that we are capable of producing such defensive weapons ourselves. If Ukraine were granted U.S. licenses to produce Patriots, our own production would be sufficient both to protect Ukraine and to help partners in need. We are in contact with everyone around the world who can provide air defense missiles now. This is our top priority.

Over this past week, Russia used around 2,200 attack drones against Ukraine, more than 1,730 guided aerial bombs, and 106 missiles of various types, nearly half of them ballistic. Sumy, Zaporizhzhia, Kherson, Kharkiv, and Dnipro, as well as our border and frontline communities, are under fire almost every day. There was a massive strike on Kyiv that claimed the lives of 31 people and injured another 102, including four children. My condolences to their families and loved ones. Every day, we must protect lives from these attacks. We already have the capabilities to effectively shoot down more than 90% of drones, but, unfortunately, not all ballistic missiles are intercepted. And it is ballistic missiles that Moscow is now leaning on to continue its war. And every day, we are working to strengthen air defense for Ukraine: through PURL and through our bilateral contacts with countries that have not joined PURL but do have the missiles we so urgently need. We are also strengthening our air defense through joint work with Europeans on anti-ballistic capabilities. We need answers from our partners to our requests for air defense. Every package of interceptor missiles provides real protection for lives. I thank all leaders who are finding ways to help in this particular area.

Throughout the night and into the morning, emergency rescue operations have been underway in the Donetsk and Dnipro regions. In Kharkiv, rubble is being cleared after a strike on apartment buildings. 27 people were injured, including three children. The youngest, a girl, is just three years old. Three people have been hospitalized. Unfortunately, there was one fatality in Odesa. My condolences to the family and loved ones. The Russians launched 101 drones against Ukraine, most of them Russian-Iranian “shaheds”. Many regions were affected, and air raid sirens are blaring again across many regions this morning due to attack drones. In total, over the past week, there were around 1,270 drones, 39 missiles, and nearly a thousand guided bombs. We are strongly counting on our partners to fully deliver on what we have agreed. Air defense remains the top priority for protecting lives. We are also actively advancing agreements on investing in our domestic weapons production, including all types of drones. Special focus is on interceptor drones. We are contracting at full capacity. I thank all partners who are helping.

The Nordic countries and Baltic states are among those who have stood with us most firmly and consistently – defending freedom, our nations, and our Europe. All of you know very well what is happening now in Ukraine and what Russia is preparing for this autumn and winter. Ballistic missiles remain the key threat. We are doing everything possible to deal with it. I am grateful to all of you who are working with us through the FREYJA program. And we need progress on FREYJA every week – we need our joint anti-ballistic defense to become effective as soon as possible. I also want to thank those of you who are helping us with missiles for air defense. This is our first priority under constant Russian attacks. Every missile means lives saved. Please continue this work – through the PURL program and also on a bilateral basis. There are new support packages for Ukraine today, and I thank you for them.

Today, I instructed Ukraine’s Minister of Defense and the Commander-in-Chief to intensify all contacts with the American side. We now have the necessary political statements and decisions, and we must implement them as quickly as possible to protect our people and our positions. We are also continuing our sanctions work in Ukraine. Today, we have a package of sanctions against companies from China that, unfortunately, supply components for Russia’s weapons production, particularly for “shaheds.” There is clear evidence of this. Today in our city of Pavlohrad, the Russians killed people with drones who were simply near shopping malls. As of now, four people have been reported killed… My condolences to their families and loved ones. More than 60 people were wounded in this strike alone. Everyone is receiving the necessary assistance. Dozens of people were also wounded in Kramatorsk by Russian bombs that struck residential buildings. Other cities and communities in the Dnipro and Donetsk regions, as well as the Sumy, Chernihiv, and Kharkiv regions, also came under attack. In the evening, Dnipro and Kyiv were also targeted. We are working as intensively as possible with our partners so that we can protect Ukrainians from this Russian terror. Today, there will be decisions on additional support packages for Ukraine, including defense assistance and support specifically for protecting our skies. We had good discussions. Thank you for devoting sufficient attention today to the winter period and all the challenges that may arise. We hope that we will be able to reach arrangements with our American partners in this domain, and we hope for the support of European partners. Yesterday’s Russian strike on Kharkiv sadly took the lives of two people. My condolences to their families and loved ones. Around 30 people were wounded—all have received the necessary medical assistance. I thank our rescuers and medics who work every day for our people. Over the past week, most regions of Ukraine have come under attack: 1,310 Russian guided aerial bombs, over 1,000 attack drones—mostly "Shaheds"—and 9 missiles of various types, including ballistic ones. A significant number were successfully shot down by our air defense warriors, mobile fire groups, and all units involved in protecting our skies. Russia is dragging out the war, and we are providing our partners with full information on the strikes the Russian army is carrying out and the actions it is preparing for. We expect a response from the United States, Europe and all our allies to this terror against our people. I thank all the leaders and states who understand this and continue their support. I want to thank our partners for fulfilling their commitments regarding air defense. We set a goal to double the strength of our air shield, and today marks the beginning of this. I am grateful to Germany for the Patriot system, which is already in Ukraine—this is excellent news. Additionally, I thank the United States for taking another step in strengthening our air defense and our Patriots. We continue to work, and new decisions will surely follow. Ukrainians have already proven that there are no Russian missiles we cannot shoot down. We are doing everything possible to ensure Russian terror is defeated.

Over this week, the Russians have launched more than 2,300 attack drones, nearly 1,560 guided aerial bombs, and 108 missiles of various types against our people. All these strikes were directed simply at ordinary civilian infrastructure – residential buildings and energy facilities. Every day, we are working to ensure greater protection against Russian terror. Yesterday, we received a new IRIS-T launcher. We thank Germany for its constant contribution to protecting people; thousands upon thousands of lives have been saved thanks to such strong support. But we also need missiles for air defense systems so that we have sufficient capabilities to repel Russian attacks. This week, there were significant arrangements with Sweden – a new support package, including for strengthening our aviation with Gripen fighter jets. As for the PURL initiative, there are new contributions this year, and support for this initiative must continue. We are counting on both the United States and European partners. It is anti-ballistic defense that is one of the key priorities for Ukraine. Strong air defense can provide greater protection for our people and deprive Russia of its last remaining advantage. I thank all partners who are helping, who are ready to respond effectively to Moscow’s attempts to expand and escalate its war. It is very important that this be clearly understood there: choosing war will have consequences. I am grateful to everyone who stands with Ukraine.

There have been meetings at various levels, and one of our top priorities is securing long-range capabilities for our Defense Forces. This is crucial to preventing the terror that our Kharkiv and other cities across Ukraine are forced to endure. Clearing Ukrainian skies of Russian guided bombs is a powerful step toward forcing Russia to seek an end to the war and a just peace. Our representatives have provided all the necessary information and details to our partners. I am calling on the United States, the United Kingdom, France, and Germany – we need the means to fully and effectively protect Ukraine and its people. We need permissions for long-range capabilities, as well as your long-range shells and missiles. Making these vital decisions cannot be delayed – these are the actions that can have the most significant impact on the course of events. We are also discussing air defense with our partners – systems that are especially needed now, before the start of the school year, to provide more safety for Ukrainian children in schools, for our cities, and our energy infrastructure. We have agreements with partners on air defense systems and missiles for these systems. It's crucial to implement everything as quickly as possible. The response to the aftermath of Russia’s attack is still ongoing in Kyiv: first responders are clearing the rubble, searching for people, and providing assistance. Damage has been reported at more than 20 sites across the city, most of them ordinary residential buildings. There was also damage to an ambulance station, a research institute, a hotel, and businesses. As of now, we know that, tragically, 13 people were killed in this Russian strike. My condolences to their families and loved ones. More than 90 others were injured. Everyone who needs help is receiving all necessary assistance. Five people were wounded in the Kharkiv region, including a child, and two more in the Kyiv region, where civilian infrastructure was also targeted. Overnight, Russia also struck the Sumy, Dnipro, Zaporizhzhia, and Cherkasy regions. In total, Russia launched more than 70 missiles of various types against Ukraine overnight, nearly half of them ballistic missiles, along with almost 500 attack drones, including jet-powered “shaheds.” The main strike was directed at Kyiv. Our air defenders managed to shoot down a significant number of the incoming targets, but not all of them. Air defense supplies for Ukraine are an absolute and critical priority. Contributions to the PURL program remain essential – they directly help save lives. Every bilateral agreement we reach with our partners on air defense truly makes a difference. I am grateful to every leader who is helping. It is especially important that we move forward with implementing our agreements on the production of anti-ballistic capabilities.
