To new followers: the automatic voice sends a long sequence of numbers in Russian. Transmission lasted more than 10minutes. The numbers, in groups of five, compose a One Time Pad encrypted message, impossible to decipher without the key that only the recipient has

I don't think that's encrypted. I think encrypted would sound like static, but this sounds like a human voice speaking.

Putin warned that if such actions start being implemented in practice, Russia will respond in kind, and not necessarily in the same theater.
