How do ZK proofs differ from multi-party computations (MPC)? 🤔 With ZK proofs, one person has private data and can prove something about it. Example: Let’s say you want to do a transaction with someone and you want to show them you have enough money. You could prove that without revealing the actual amount. With MPC, you can have many people with private data, and you can run a more complex query - a computation. Example: Let’s say you want to calculate an average salary of 3 friends without anyone revealing their salary. Each person could break down their salary into three parts that sum to the total (e.g. for 150 it might be 50 +500 -400). They give just one piece of that sum to each of the others. These are then summed together and eventually divided to calculate the average. Without anyone knowing anything they shouldn't. That is one way that MPC can work. Replace salary with any confidential data in this example and you get the idea! So, ZK proofs are like binary MPC for 1 person. Earlier today, I signed Executive Order No. 2 of 2026 on the Regulation and Enforcement of Vehicle Registration and Traffic Management in Oyo State to enhance security across our State. This includes a restriction on the operations of commercial motorcycle operators, popularly known as Okada riders between the hours of 10:30 p.m. and 5:30 a.m. throughout Oyo State. In my remarks, I restated our commitment to ensuring the safe return of our children and teachers who were abducted from Oriire LGA. I said that we may not be able to disclose every step being taken because of the sensitive nature of the operations involved, but asked our people not to mistake our silence for inaction. SENATOR (R) JIM RISCH: I understand you to say that the portion of the discussions regarding security for Ukraine is essentially agreed to by both sides? Because that’s news to me, and it’s big news if that’s a fact. SECRETARY OF STATE, MARCO RUBIO: I think you could argue they’re agreed to from our side of the equation, right. There’s obviously a Russian dynamic at play here. Of course, any security guarantees would come into play after the conflict were to end, so there’s that component to it. But the broader point I was making is that in all these discussions about security guarantees that people are putting out there, it’s pretty clear that the only security guarantee people keep pushing forward is one that involves the deployment of some European troops on the ground, but with a very strong U.S. backstop. In Europe, they don’t have the capability to provide a real security guarantee without a U.S. backstop, which tells you the capability gap that needs to be closed. And it’s one of the reasons why the president keeps pointing to NATO and the need for our partners to get stronger. And it is true — they’ve committed to 5% spending. That’s obviously going to take some time, but that’s really the broader point I was trying to make in that regard. But every notion of a security guarantee that’s been talked about and that the Europeans have pushed is one that requires a strong commitment by the United States as a backstop, which in essence means we would potentially be committed in a future conflict. And that’s something that I think needs to be understood in the context of what I’ve just described as the problems with NATO capabilities.
