People are not that humble in India to get this much beating and leave the guy fine.

In India the one enforcing it will himself become a victim of road rage, seeing the way things work here.

Most Indians sadly lack traffic and civic sense. Signals are broken, zebra crossings ignored, and road signs mean nothing. Rules exist, but discipline on roads is still a distant dream.
