NEW: U.S. Congressman Tim Burchett, from Tennessee's second district, is perpetuating wild Texas flood conspiracies. His rants of a "zig zag" and "shapes" in the clouds, and mention of an "overlord", are suggestive of a mental state not commensurate with our shared reality:

"People are saying we’re conspiracy theorists… these things have been proven they do it," he said Tuesday. “If you see the cloud, you don’t really know… but if you zig-zag and create a shape or write your name or write ‘Voice of America’ across of it and the rain comes down out of that, then you can prove that it’s happen," he urged. "It’s a real thing. Weather manipulation is real… in the hands of some overlord, it can be a detrimental thing.”
