States would have to send them a list with the name, address, and unique barcodes for every outbound and return mail ballot envelope in federal general elections, at least 30 days before ballots go out, with updates allowed later. USPS would check those barcodes before accepting the mail. If it doesn’t match the list or meet new envelope standards, they won’t deliver it, they’d send it back to the election office. The idea is to create a clear federal record of exactly who got a ballot so they can track it and spot any funny business.
