I think FAAC isn't included in part of the states revenue, it's however included in what they spend. They are spending recklessly, yes. But they might not av to borrow to do so. If u see some state vouchers, u will know more about how reckless Governors are in spending.

Recurrent expenditure is the ongoing cost of an organization or government to maintain its operations and running. It can include: Salaries Traveling expenses Teaching and research Pensions Interest on prior debt Subsidies Operation and maintenance of public infrastructure

You're absolutely correct that recurrent expenditure covers the ongoing costs of running an organization or government. However, it's important to note that the specific items included under recurrent expenditure can vary depending on the context or the reporting framework used. In the case of the Punch report on Nigerian states, the recurrent expenditure explicitly excludes salaries and personnel costs. Instead, it focuses on: Travel expenses Utility bills Refreshments Debt servicing Other operational costs This distinction helps to analyze operational spending separately from personnel costs, such as salaries and pensions, which are often reported under a different category (e.g., personnel costs). Your broader definition of recurrent expenditure is accurate for general cases, but specific reports like this one may define and classify expenditures differently for transparency or analysis purposes. Most of them are products of our dysfunctional education system. They should think outside the box too. Attract investors & support businesses, then grow IGR. Spending judiciously is the key. For example, Lagos gov. can drive RR 2025, Osun gov. should drive Innoson 2010.

One thing o can pick out of this analysis is that this is not only for the government. We as a Nigerian (citizens) we are good in reckless spending . Nigerian will show you money is nothing but complain that the country is bad . Even the so called pastors , musicians and the rest
