Nothing about this is acceptable. Local authorities should be looking to find this man and hold him accountable to the fullest extent of the law. Also, if the races were flipped, this would have more coverage than it currently does.

It’s Albany,NY. An arrest has been made for warrants from another jurisdiction. Still working on identifying and tracking down that victim. Victim is probably homeless.

Stomping on the head of a human being causes severe damage - it impacts not just the victim but everyone who knows and cares about him/her. It causes life-changing damage if they even survive. How does a human even attemp that action on another? It is horribly cruel and maniacal.
