We're not doing that in United States, not training much with drones nor rapidly acquiring them. So Russians are now second to Ukraine in drones, but ahead of United States. That's of grave concern to me. We have not been modernizing quickly enough. We have not been making the trade-offs that we need to make in order to invest time, resources, intellectual capital, and monetary capital into this new kind of warfare. If Russia goes to war against the US or a NATO ally, they won't have as many tanks or aircraft and will be economically weakened. But their troops are more experienced in using and operating in this drone warfare environment than ours are.
