Oak flooring installation process.

Gluing wood, which expands and contracts, over what appears to be a heating system? Off the bat this seems like a bad idea to me, so what am I missing?

That is cheap, horrible garage.

Is that glue? For laminate flooring?? Owner is Unbelievably screwed when it expands.
