Big milestone for Mumbai’s Underground Mobility Project: Orange Gate–Marine Drive Tunnel Begins Main Drive The Orange Gate–Marine Drive Road Tunnel, one of India’s most complex urban road tunnelling projects, has reached another historic milestone with the main tunnelling drive now officially underway. This is a pivotal moment for Mumbai’s underground mobility network. Purpose-built for Mumbai’s challenging coastal geology, the Tunnel Boring Machine — India’s largest slurry shield TBM for an urban road tunnel — achieved a crucial breakthrough recently, and has since advanced rapidly, excavating an impressive 70 metres within a few days. Hon’ble Chief Minister Shri Devendra Fadnavis and Hon’ble Deputy Chief Minister & MMRDA Chairman Shri Eknath Shinde had launched the TBM on December 3, 2025. The project involves the construction of twin tunnels spanning over 7 km. The first tunnel, currently under construction, extends 3.45 km, reaching depths of up to 52 metres, while passing beneath the Central and Western Railway corridors and Mumbai Metro Line 3 with exceptional safety and engineering precision. Once complete, the project will reduce travel time between Orange Gate and Marine Drive to just 5 minutes, enabling seamless East-West connectivity, direct integration with the Coastal Road and Atal Setu, and significantly reducing congestion, fuel consumption and emissions. Following the launch, the project has achieved several key milestones, including the lowering of the backup system unit of the TBM and connecting it to the TBM shield, before successful completion of the initial tunnelling drive. It has now commenced the main drive operations. Even by an accountant’s standards, it was a poor account of the management of the finances in 2025-26. Revenue receipts were short by Rs 78,086 crore, total expenditure was short by Rs 1,00,503 crore. Revenue expenditure was short by Rs 75,168 crore and capital expenditure was cut by Rs 1,44,376 crore (Centre Rs 25,335 crore and States Rs 1,19,041 crore). Not a word was said to explain this miserable performance. Actually, the Centre’s capital expenditure has fallen from 3.2 per cent of GDP in 2024-25 to 3.1 per cent in 2025-26. In revenue expenditure, the cuts have fallen in heads that concern the common people. Examples: ⦁ Rural Development: Rs 53,067 crore ⦁ Urban Development: Rs 39,573 crore ⦁ Social Welfare: Rs 9,999 crore ⦁ Agriculture: Rs 6,985 crore ⦁ Education: Rs 6,701 crore ⦁ Health: Rs 3,686 crore Funds have been cut in crucial sectors and programmes. Expenditure on the much-vaunted Jal Jeevan Mission was cruelly cut from Rs 67,000 crore to a paltry Rs 17,000 crore. (In 2026-27, it has been boosted to Rs 67,670 crore, but what credibility does the number have?) After the months-long exercise, the revised estimate of the fiscal deficit has adhered to the budget estimate of 4.4 per cent, and the projection for 2026-27 is that the fiscal deficit will fall by a meagre 0.1 per cent of GDP. The revenue deficit will remain at 1.5 per cent. It is certainly not a bold exercise in fiscal prudence and consolidation. The most serious criticism of the Budget speech is that the Finance Minister is not tired of adding to the number of schemes, programmes, missions, institutes, initiatives, funds, committees, hubs, etc. I counted at least 24. The Finance Minister has presented the Budget for 2026-27, and I have a brief opening statement on it. Every pre-budget commentator and writer, and every student of economics, must be astonished by what he or she heard in the Finance Minister’s speech to Parliament today. I accept that a Budget is more than a statement of annual revenues and expenditure. In current circumstances, the Budget speech must lay out a narrative that addresses the major challenges outlined in the Economic Survey released a few days ago. I am not sure if the government and the Finance Minister had read the Economic Survey 2025-26. If they had, it appears they have decided to discard it completely, and fall back on their favourite pastime of throwing words—usually acronyms—at the people. I can count at least 10 challenges identified by the Economic Survey and many knowledgeable experts. 1.The penal tariffs imposed by the United States have created stress for manufacturers, especially exporters; 2. Protracted trade conflicts that will weigh on investment; 3. The growing trade deficit, especially with China; 4. The low Gross Fixed Capital Formation (approx. 30 per cent) and the reluctance of the private sector to invest; 5. The uncertain outlook for the flow of FDI (foreign direct investment) into India and the persistent outflow of FPI for the last several months; 6. The agonisingly slow pace of fiscal consolidation and the continued high fiscal deficit and revenue deficit, contrary to the FRBM; 7.The persistent gap between officially announced inflation numbers and the ground realities in terms of bills for household expenditure, education, healthcare and transport; 8. The closure of lakhs of MSMEs and the struggle for survival of the remaining MSMEs; 9. The precarious employment situation, especially youth unemployment; 10. Growing urbanisation and the deteriorating infrastructure in urban areas (municipalities and corporations). None of this was addressed by the Finance Minister’s speech. It was therefore not surprising that the applause was perfunctory and most of the audience tuned out in quick time. BREAKING: OWO CHURCH ATTACK: COURT SENTENCES 4 TO DEATH BY HANGING, ONE DISCHARGED AND ACQUIITED The Federal High Court in Abuja has sentenced four men to death by hanging for carrying out the deadly June 5, 2022 attack on Saint Francis Catholic Church in Owo, Ondo State where over 40 worshippers were killed. These are four of the five defendants, who have been standing trial on a nine-count terrorism charge filed by the Department of State Services (DSS). They are Idris Abdulmalik Omeiza (25), Al Qasim Idris (20), Jamiu Abdulmalik (26), and Abdulhaleem Idris (25) while the fifth defendant Momoh Otuho Abubakar (47) was discharged and acquitted. In his verdict, Justice Emeka Nwite convicted the four defendants on all nine counts of committing acts of terrorism in breach of the Terrorism (Prevention and Prohibition) Act citing crimes including membership of a proscribed terrorist group - Al-Shabab (an ISWAP affiliate), conspiracy to commit terrorist act, and kidnapping hostage-taking and for killing the over 40 worshippers. Justice Nwite held that the prosecution had proved its case against the convicts beyond reasonable doubt. The judge however held that the prosecution failed to prove its case against the fifth defendant. The prosecution linked the defendants to the Owo attack through witness identifications, phone tracking data, cell tower records, and confessional statements. The suspects, alleged to be members of the Al-Shabaab a terrorist group affiliated to ISWAP. The group operates mainly in Okene, Kogi State. The defendants pleaded not guilty when arraigned in August 2025. The DSS called 11 witnesses with 23 documents tendered in evidence during its case. These included attack survivors (one of whom testified from a wheelchair after losing both legs and an eye), a Catholic priest who was conducting the Mass, church members, Amotekun security operatives, and DSS investigators with digital forensic expertise. Several witnesses testified under protection with coded identities. A total of 23 documents were tendered in evidence by the DSS during the case. The prosecution, led by counsel Ayodeji Adedipe, had urged the court to convict the defendants and impose the maximum punishment of death by firing squad or hanging, citing the gravity of the offence. The defence presented its case, with most of the defendants taking the witness stand to testify in their defence. A trial-within-a-trial was conducted over the admissibility of the defendants’ confessional statements, which the defence claimed were obtained under duress. They claimed they were stripped them, subjected to beatings and torture including electric shocks to their stomach and genitals to force them to admit guilt to the Owo church attack. The DSS operatives allegedly said 'they must either confess or die.' The four defendants alleged that they were also promised to pay them handsomely if they indicted the fifth defendant, Momoh Otuho Abubakar, as the operational leader of the deadly Owo Church attack. Justice Emeka Nwite presided over the matter, which had previously faced several delays but progressed steadily in 2025 and 2026. The Owo church attack remains one of the most heinous acts of terrorism in recent Nigerian history. No group officially claimed responsibility at the time, though suspicions initially pointed toward Islamic State-affiliated factions.

In Aug 2025, Elsa Johnson, a Stanford student, wrote a piece for The Times about how members of the CCP tried to recruit her as a spy. Since then, the junior, who is majoring in East Asian Studies, has faced a wave of harassment from Mandarin speakers who have called her and threatened her and her family. The FBI also informed Johnson that the CCP is physically monitoring her whereabouts on campus — making her fear for her own safety. On Mar 26 she testified before the House Committee on Education and the Workforce, urging Congress to do something to protect America’s students who “face transnational repression”, given that Stanford “has chosen not to address this problem at all”. Here is an abridged and lightly edited version of her testimony. ======= After I wrote a first-person account of my experience in The Times of London, the repression only worsened. Last summer, while conducting research on China in Washington, DC, I began receiving regular phone calls from unknown US numbers. When I answered the calls in English, the callers would switch to Mandarin. In one case, the caller referenced my mother. These bizarre calls were intimidation attempts, designed to remind me that neither my family, nor I, is safe from transnational repression by the CCP. Then, this past fall, the FBI informed me that I am being physically monitored on Stanford’s campus by agents of the Chinese Communist Party. They told me that my family is also at risk and is being monitored. As a 21-year-old who grew up loving the Chinese language and culture, I never imagined that studying it would put me in a position where a foreign intelligence service is tracking my movements on my own campus and monitoring my family. I fear for my safety and for my family’s safety. The intimidation calls have not stopped. Just this week, I received another call from a US number. After exchanging hellos, the caller switched to Mandarin and asked whether I had finished dinner. That cannot be a coincidence. It is happening to me on American soil because I reported on the activities of a foreign government at an American university. My experience is disturbing, but it reflects a much larger pattern playing out on campuses across the country. According to Freedom House, the Chinese government is the greatest perpetrator of transnational repression targeting students and scholars in the United States. Their 2024 report found that international students and faculty face surveillance and coercion by foreign governments. More than 1.3 million international students study at American colleges and universities, yet many are unable to exercise the freedoms that are supposed to define an American education. There is also infrastructure already embedded on American campuses that facilitates this system. Chinese Students and Scholars Associations (CSSAs) exist at roughly 150 American colleges and universities, including Stanford. The US State Department has stated plainly that the CCP created the CSSA to monitor Chinese students and mobilize them against views that dissent from the Party’s stance. The US-China Economic and Security Review Commission found in 2018 that CSSAs receive guidance from the CCP through Chinese embassies and consulates, and that they are active in carrying out work consistent with Beijing’s United Front strategy. In some cases, the local Chinese consulate must approve CSSA presidential candidates. Documents obtained by Foreign Policy showed that at Georgetown, the CSSA accepted embassy funding amounting to roughly half its total annual budget. The Association of Chinese Students and Scholars at Stanford, or ACSSS, is a recognized student organisation that receives university support and funding. The CCP’s United Front uses these organisations as vehicles for surveillance and influence. American universities are supposed to be places where people can think and speak freely. Right now, for too many students, they are not.
