Gujral did shut down the operations desk of RAW sending us back many decades in intelligence. This was one of the key factors that led to the “intelligence failure” before the Kargil war. A lot of RAW agents' whereabouts were leaked who were butchered.

I don't know what he said is true.. BUT small google search give you some truth in it too.. regarding "Gujral Doctrine" which failed India in gathering Pak intelligence at time of Kargil. But this happened when Gujral is External minister but not as PM.
