Here's the actual timeline of America declaring war on Germany: December 7, 1941 Japan attacks (bombs) Pearl Harbor, Hawaii. → This is a surprise military attack on the United States. -December 8, 1941 The United States declares war on Japan. → Congress votes almost unanimously; President Franklin D. Roosevelt signs the declaration. -December 11, 1941 Germany (and Italy) declare war on the United States. → This was not required by the Axis alliance, but Hitler chose to do it anyway. December 11, 1941 The United States declares war on Germany (and Italy). → This brings the U.S. fully into the European war. The only charitable reading is that he meant the Western Allies declared war on Germany after Poland.
