These 2 cops were shown indisputable evidence that this puke stole his property (and the phone is probably worth enough to make it felony theft, among other crimes) and refuse to do their job and arrest the thief. And they wonder why people are disgusted with them.

Regardless what the cameraman is doing, if somebody comes up and steals your phone from you, that is theft. Just because you don’t like the guy recording in public doesn’t make his activity illegal, since it’s protected under the First Amendment.
