I am deeply grateful to all our partners who support us with air defense systems and missiles. This is a truly global effort. Every time Russia carries out such attacks, it underscores how critical it is that partners don’t leave systems like Patriot and others sitting idle in warehouses, but instead provide them to those who know how to protect lives and urgently need them. We still haven’t received all the necessary systems from our allies—but we continue to work toward that goal. Once these systems are in place, our ability to repel attacks will be much stronger. One more thing: The plan for strengthening Ukraine is the Victory Plan that I presented to our partners. One of its key elements is providing our army with long-range capabilities. There’s been much said in the media today that we have received approval to take relative actions. But strikes are not carried out with words. These things are not announced. The missiles will speak for themselves.

Every night and every day, they intercept Russian Shahed drones and missiles. This morning, they successfully shot down a Russian ballistic missile. Every success like this saves lives. Ukraine is deeply grateful to all our partners who provide interceptor missiles and air defense systems. We are currently working to secure additional supplies—missiles, defense systems, and everything necessary to strengthen our mobile fire groups. Our strategic goal is to reach a practical level of cooperation with our partners that allows us to produce the air defense systems and interceptor missiles we need here in Ukraine. I am grateful to everyone who helps us.

Russia is carrying out hundreds of strikes against Ukrainian cities and communities, attacking our civilian infrastructure every day. This past week alone, the Russians have launched 1,920 attack drones, 1,790 guided aerial bombs, and 17 missiles of various types against Ukraine. We need to step up our countermeasures against these attacks. We are preparing for meetings with partners to strengthen our defense against this Russian terror. The G7, EU, and NATO summits are ahead. And it is very important that these negotiations result in concrete decisions. We expect meaningful meetings with our partners. First and foremost, we need support for air defense and our long-range capabilities, an expansion of cooperation in the Drone Deals format, and further strengthening of sanctions pressure on Russia. Our kids live their childhoods under Russian attacks in shelters. We weren't able to protect all of Ukraine but we had the opportunity to use Patriot air defense systems in large cities to shoot down Russian missiles. These systems literally saved countless lives of Ukrainian civilians. And we are immensely grateful for that. If we don't get missiles for Patriot systems, it will be much, much harder to protect our people, our kids. Russia doesn't stop its attacks.

On the diplomatic front, we are working hard not only to counter Russian influence, but also to persuade partners to increase their supply of air defense systems and missiles. The other issue is the availability of weapons and ammunition for our frontline warriors to carry out current and future missions in the coming months. We are well aware of what Russia is preparing for. They are war-sick and will not stop themselves. And we make every effort to have sufficient capabilities to counter them.

All six Kalibr missiles were shot down last night, and 31 out of 33 cruise missiles were intercepted, meaning whenever the necessary capabilities are available, our warriors deliver truly high interception rates. That is the only explanation for the problem with ballistic missiles – insufficient number of interceptors. This is especially true for Patriots. We have proven to all our partners both the need, and more importantly, the possibility of providing greater protection of lives. It is simply nonsensical that, in today’s world, production has still not been scaled up to the level that is actually needed to protect people from ballistic terror. We have long made the case that we are capable of producing such defensive weapons ourselves. If Ukraine were granted U.S. licenses to produce Patriots, our own production would be sufficient both to protect Ukraine and to help partners in need. We are in contact with everyone around the world who can provide air defense missiles now. This is our top priority.

We have done a lot to transition the Ukrainian Air Force to a new aviation standard – Western combat aviation. From the beginning of this war, we have been talking with our partners about the need to close the Ukrainian sky from Russian missiles and aircraft. We have held hundreds of meetings and negotiations to strengthen the capabilities of our aviation, air defense, and Defense Forces. We often heard the word "impossible" in response, but we made possible what was our ambition, our defense need, and now – it is a reality in our sky. F-16s in Ukraine. We ensured this. I am proud of all our guys who are skillfully mastering these aircraft and have already started using them for our country. I thank our team for this result. I thank all the partners who are truly helping with the F-16s, and the first countries that accepted our request for aircraft – Denmark, the Netherlands, the United States, – and all our partners, – we value your support. I wish our Air Force and all our warriors to feel the pride of Ukrainians in our combat aviation and to bring Ukraine the combat results that will bring our victory closer – our just peace for Ukraine.
