Last night, in Russia's Saratov, more than 600 kilometers from the front line, two strategic facilities were hit: the Saratov Oil Refinery and the Engels military air base. Last night, our long-range sanctions targeted the occupiers’ military logistics, oil industry, and air defense. All of this is a just response to Russia’s brutal attacks against our people. I thank the warriors of the Security Service of Ukraine, the Unmanned Systems Forces, the Defense Intelligence of Ukraine, and the Special Operations Forces for their successful work at a distance of about 300 kilometers from the frontline. Facilities on both sides of the Crimean Bridge were hit: maritime logistics used to transport oil in the Krasnodar region and an oil depot in temporarily occupied Kerch. In addition, military logistics facilities were successfully struck, along with four radar stations belonging to S-400 systems and two Pantsir systems. I met in Vilnius with President of Lithuania Gitanas Nausėda. I informed him about the second round of negotiations that took place today in Istanbul. As long as there are no meaningful signals from Russia about ending the war, it is crucial to strengthen our defense and especially to invest in Ukrainian production. Under the laws and customs of war, tankers transporting Russian oil are a legitimate military target. 🔹️21 July 2023: “The Ministry of Defence of Ukraine warns that starting from 00:00 on 21 July 2023, all vessels sailing in the Black Sea towards ports of the Russian Federation or Ukrainian seaports temporarily occupied by Russia may be considered by Ukraine as carrying military cargo, with all corresponding risks”. This was Ukraine’s response to a similar statement issued by the Russian Federation. Since then, Russia has attacked Ukrainian ports dozens of times, damaging many ships and killing and injuring crew members and dockworkers. 🔹️28 November 2025: Ukrainian naval drones struck two sanctioned tankers of Russia’s shadow fleet, KAIRO and VIRAT, in the Black Sea as they were heading for loading at the port of Novorossiysk. The operation was carried out jointly by the 13th Main Directorate of the SBU’s military counterintelligence and the Ukrainian Navy. Ukraine did not start this war. Every day our children, our civilians are being killed. Russian oil is a source of funding for an aggressive war and a priority military target.
