Neither of these coaches caused the NFL to make changes to rules like they had to for Bill Belichick. Bill has such a deep knowledge of the rule book, he took advantage of the grey areas.

Bill Belichick has faced notable fines during his NFL career, most famously a $500,000 penalty in 2007 for the "Spygate" scandal regarding illegal videotaping of defensive signals. He was also fined $50,000 in 2023 for violating offseason practice rules. HOF is about character and integrity of the game. Him and Brady deserve the Barry Bonds treatment here
