I'm confused. Pikachu's running as if he will evolve the moment he touches the stone. So why didn't the other Pikachu holding it evolve right away?

That image hits because it represents the one evolution choice Pikachu always refuses, and that contrast is basically the whole joke/identity of the character.

They retconned it making Pikachu a Gigantamax pokemon so it cant evolve past its current form anyway.

How come that newly evolved Raichu was still holding a thunderstone? Doesn’t the stone disappear during evolution?

I was fully expecting Pikachu to evolve in the final battle. Some sort of exclusive new 'get pikachu to lvl 99 and drop below 1/2 health in a battle' evo separate from Raichu.
